Do you have to have a special license to ride a scooter or moped & whats the difference between the two?
Are scooters and mopeds allowed on freeways and highways or streets alone? Can you ride them on the sidewalk?
'Mopeds' have bicycle type pedals as well as engine- size of engine may vary depending on state, top speed limitation usually 30mph but 20,25, 35 also exist depending on state. 'Moped licensed scooters" depending on state- engine size restricted to 50cc/less, top speed 30mph or whatever state variation is for moped. License required varies from state from no license required to standard car license acceptable to scooter/light motorcycle license required. Sidewalk? New Jersey noted to allow mopeds on any bicycle allowed path. Highway use?- minimum 150cc or in some cases 15 hp.

What is a good, fast, 50cc Scooter/Moped?
I'm planning on moving to Seattle, and wanted to get a scooter/moped to make getting around a bit easier.
I think I heard that 50cc was the street legal one to drive? Is that true?
But yeah.. what is a good one that will go fast, and work well going up hills?

Mopeds don't go fast. By definition, no more than 30mph.
The moped language was changed and the reference to “human powered” was removed, a moped is an electric or gas motored vehicle with 10 inch or smaller wheels, is 49cc or less, and travels less than 30 mph.http://www.dol.wa.gov/driverslicense/061209msabmin.pdf
If you go over 49cc you need a motorcycle license/endorsement.

The law does not allow them on any public roads–even if the operator has a driver's license as required for all motor vehicle operators under Florida law……………..

Everywhere except the United States. For some reason, the machines you speak of aren't sold in the United States. The ones that are actually here aren't being given up on the cheap unless they are cheap Chinese imports.
Not sure about the moped style but the first machine that comes to mind is the Aprilia RS50 (Restricted). That's kinda way outside the price range though.
Then there's the Yamaha TZR.
Motohispania has the low powered manual machines.
See if you can find anyone that has an old Honda NS.
The last machine I can think of that probably isn't worth it but may guide you in the right direction is this;
I can't think of anything under $300 that would be street legal unless you make it street legal, (adding turn signals, tires and mirrors) like a cheap dirt bike.
